In my opinion, the funniest thing about the whole thing isn't the thinking brain, but the handsaw for cutting lumber on the table in the background.

Excellent points Rick. You're correct in reality Joe, but it is indeed a cartoon and meant to challenge reality in a humorous way.

Hey Joe, haven't you noticed that in many cartoons, things are quite different from the way they are in reality? I mean, if mice, ducks, rabbits, turtles, dogs, and alligators can talk, why can't brains, even once removed think?

This so called "cartoon" makes no sense whatsoever. A brain, once removed from the body, is not capable of though. It would have to be be transferred to a receptor before regaining consciousness. The cartoonist's ignorance embarrasses him.
